What is compulsory arbitration in the Pennsylvania Courts of Common Pleas?

Pursuant to the Pennsylvania Judicial Code, compulsory arbitration is authorized within each county, and each county sets an aggregate amount in controversy for which arbitration shall be required. For example, in Erie County, the aggregate amount in controversy is $50,000 or less, regardless of the number of parties, except those matters involving title to real estate or seeking equitable or declaratory relief.

A panel of arbitrators is selected from a list of attorneys admitted to practice in that county. The award of the arbitrators is generally appealable and, if appealed, the matter will then proceed in front of a judge or jury.
