Do I have a right to copies of my medical records?

Yes. You have the right to review and obtain a copy of PHI that is maintained by a Covered Entity in its "Designated Record Set," which is a group of records maintained and used, in whole or in part, to make decisions about you or your care. A Designated Record Set includes medical and billing records. Certain exceptions to this right exist, but they are relatively narrow. A Covered Entity may charge you a reasonable, cost-based fee for copying records and postage, if you request paper copies. Most responses to requests for records will be answered within 30 days.
